Data importer: insert label where data lacks titles

Currently, the data reader will delete any imported record that lacks a label, even if the system is set to not require labels for objects.

Increasingly, I receive legacy data for import where otherwise fully-formed records altogether lack titles. Usually, these requires have an identifier that is considered sufficient, but not always.

For RBS purposes, id like the reader to insert a label (even if it's simply [Blank]) in theses cases, to ensure that every line of data gets a corresponding CA record.

Fixed in Github develop. Do a pull on RBS and let me know how it works for you!

When I try and pull I get this message:

  1. Please enter a commit message to explain why this merge is necessary,

  2. especially if it merges an updated upstream into a topic branch.

  3. Lines starting with '#' will be ignored, and an empty message aborts

  4. the commit.

There was an uncommitted merge. I just sorted it.
