Add configurable limit for # of files allowed to download at one time

Description

Based upon a user incident it's probably a good idea to add a configurable upper limit for the number of files that a user can download in one shot. The incident is described below:

A tester has tried to download 14k images at once.
We think the folder /opt/app/ overflowed (100GB)

Now the download works.

But is it possible to set a DL limit in the application?
I think its not necessary to download more than 30 pics at once.
