Files will very large embedded metadata cause persistent memory errors

When an uploaded media item has a very large block of embedded metadata, the extracted data may cause memory limit errors in PHP. To avoid this, as well as issues with backing up databases that contain huge blobs of embedded metadata, we should enforce a size limit on extracted media metadata.
