New representation bundle does not save access dropdown when set to not accessible to public

Emily Larson at IRSHDC noticed that when a media representation has been uploaded in the new bundle and set to accessible to the public, you can not use the new Edit feature to change the access to not accessible to the public. You can however set access to other values, like restricted.
