Add existing record policies in importer allowing skipping when matching record does not exist

Add existing record policies supporting merge on existing records, but skipping if no existing record is present. Current policies will always attempt to create a new record when there is no match.

Two policies should be added: merge_on_idno_with_skip and merge_on_id_with_skip
