Search indexer should set related index privacy based upon record access values
The search indexer can mark index entries as restricted and not for use by Pawtucket for public search. Currently, this must be explicitly configured in search_indexing.conf, with the typical use case making related entities with specific relationship types unsearchable (Eg donor names).
The indexer should be modified to set privacy of related indexing according to the related record's "access" field value in the absence of specific search_index.conf configuration. Thus, an entity with no public access would automatically be indexed as private. Currently, it would be public by default.
